キャンペーン・ニュース第4号でお知らせしました通り、9月3日（金）に世界銀
行が東京で開催しましたナムトゥン2ダム・テクニカルワークショップでは、世
界銀行は進行役に的場泰信氏（元メコン河委員会事務局長）を指名し、極めて不
適切な進行が行われました。
これに対して、ワークショップに参加した日本のNGO三団体（FoE-Japan、JACSES、
メコン・ウォッチ）は、世界銀行のIan Porter局長（タイ、ラオス、カンボジア
担当）に対しまして抗議するとともに、進行役（モデレーター）選出の基準につ
いて質問状を送りました。

以下にその要約をお伝えします。
農林水産省構造改善局建設部付でメコン河委員会の初代事務局長に派遣された的
場氏は、同委員会時代、国際NGOなどから、透明性や市民社会の役割に対する理
解が低いという批判を受けていた。
１．ワークショップの冒頭でNGO参加者が、この会合の位置付けや世界銀行の意
思決定との関係について明確にするよう求めた声明文を説明しようとしたのに対
して、進行役はアジェンダにないことを理由に全く受けつけなかった。
２．進行役は、NGO参加者には杓子定規にルールの遵守を求める一方、事業推進
側が制限時間を超えて発言しても全くコントロールしなかった。
３．世界銀行による「国際金融機関の役割」に関する発表のあとNGO参加者が質
問しようとしたが、これは基調発表なので質問は受けつけないと却下した。
４．NGO参加者が、自分が出した質問に対するラオス政府の回答が不十分だと考
え、問題を明確化するために意見を言おうとしたところ、進行役は「ここはやり
取りをする場ではない」とこのNGO参加者の発言を認めなかった。
５．ラオス政府の発表後、NGO参加者が世界銀行に質問しようとしたところ、進
行役はいったん却下した。発言者が、スケジュールのパネリストとして世界銀行
スタッフの名前があることを指摘してようやく質問が認められた。
６．昼食中にNGO参加者が進行役に声明文の説明機会を再度求めたのに対して、
「アジェンダにない。参加者はそんなものを聞きに来ているのではない」と再度
一蹴した。
７．世界銀行の事前の案内には進行役はワークショップで出されたフィードバッ
クや意見（recommendations）をまとめることになっていたが、そのような役割
を全く果たさなかった。
この抗議・質問状を東京ワークショップの公式な記録に留めることを求めるとと
もに、世界銀行がどのような基準で進行役を選出したのかを明らかにして頂きた
い。

Dear Mr. Porter:
We are writing to raise questions regarding the appointment of Mr.
Yasunobu Matoba as moderator for the Nam Theun 2 Technical Workshop held
in Tokyo and to convey our great disappointment with his selection. We
would like clarification on the criteria for selection of moderator and
an explanation of why Mr. Matoba was chosen.
In the World Bank's press release on the launch of the Technical
Workshops (News Release No: WBOB071204), the role of the moderator is
explained as follows:
To ensure that the process is transparent, meaningful, and balanced, an
independent moderator will lead the discussions at each of the venues
and prepare a summary of the feedback and recommendations arising from
the workshop, which the organizers will share with the participants.
Members of civil society have known Mr. Yasunobu Matoba to lack
understanding of the importance of transparency and the role of civil
society since his days as Chief Executive Officer of the Mekong River
Commission. We cannot help but question the selection of Mr. Matoba as
moderator of a workshop that was supposed to facilitate "an open and
well-informed discussion" among stakeholders that included both
opponents and proponents to the Nam Theun 2 Dam.
While we recognize that it is not impossible for an individual with
strong opinions to be a fair moderator, Mr. Matoba only proved our
apprehensions to be well founded. We say this based on the following:
1. At the beginning of the Technical Workshop, Mr. Matoba would not
allow NGOs to present a statement asking for clarification about the
purpose of the Technical Workshop and its function in the
decision-making process of the World Bank. NGOs also wanted to make
clear to the World Bank and Asian Development Bank the understanding
upon which our participation was based. When one NGO participant tried
to begin asking for clarification, Mr. Matoba interrupted her, saying
that no time had been allocated for such a statement. Another NGO
participant pointed out that there had been more flexibility at the
Bangkok Technical Workshop, to which Mr. Matoba replied, "Bangkok is
Bangkok, Tokyo is Tokyo." He demanded that NGOs "follow the rules."
2. There was a clear imbalance in Mr. Matoba's enforcement of rules. In
spite of strictly enforcing "the rules" for NGO participants, he did not
enforce the time limit for project proponents when they went beyond the
allotted speaking time.
3. An NGO participant requested the opportunity to raise a question
directly relevant to the first World Bank presentation on the role of
International Financial Institutions immediately after that presentation.
Mr. Matoba again refused this request saying, "This was the keynote
speech, and there is no time allocated for questions here."
4. After the first presentation by an official from the Government of
Laos, an NGO participant wanted to direct a question to a World Bank
official, but was told by Mr. Matoba to limit questions only to the
presenter. Only after the NGO participant pointed out that the name of
the World Bank official was indeed on the list of panelists for that
session did Mr. Matoba allow the question to be asked. This indicates
to us his lack of understanding of the purpose of the workshop and lack
of preparation for his role as moderator.
5. In direct contradiction to the World Bank's announcement that this
Workshop was a place for open discussion, Mr. Matoba stopped an NGO
participant from making a follow-up comment in regard to a response by
an official from the Government of Laos to the same participant's
questions. Mr. Matoba stopped the participant from making follow-up
comments by implying that the participant's questions had already been
answered and saying, "this is not a place for discussion."
6. During the lunch break, NGO participants again requested that they be
given time to present the statement. This request was also refused with
the explanation that "participants came here after looking at the agenda
in advance. This is not on the agenda. They did not come here to hear
things like this." (Time was allotted to NGO participants to present
the statement at the end of the Workshop due to intervention by a World
Bank official).
7. Finally, Mr. Matoba also failed to fulfill the duty outlined by the
World Bank to summarize the feedback and recommendations put forward
during the Workshop. In spite of having 30 minutes allocated for
wrap-up time, instead of fulfilling his role here, he asked for final
comments from the World Bank, Asian Development Bank, Government of Laos,
and the Nam Theun 2 Power Company, all who spoke positively about the
Nam Theun 2 project.
According to the same World Bank news release mentioned above, it is
also the moderator's role to prepare a summary of the feedback and
recommendations arising from the workshop, which will then be made
available to participants. We cannot help but wonder if our concerns
will be accurately represented in the summary.
Unlike the Technical Workshop in Bangkok, no explanation was provided
about where we should send comments about the workshop, so we are
sending this letter to you as the Country Director responsible for Laos
and copying to the World Bank Tokyo Office. We request that this letter
be included in the official records of the Tokyo Technical Workshop.
Once again, we would appreciate your clarification of the criteria for
the choice of Moderator and the reasons for choosing Mr. Yasunobu Matoba
for the Tokyo Workshop.

◆ナムトゥン2ダムとは・・・
ラオスのナムトゥン２ダム計画は、日本が第2の出資国となっている世界銀行が
支援をするかどうかで、国際的に最も論議を呼んでいる大規模インフラ事業です。
約6000人の立ち退き住民を含め10万人を超える農村住民に被害をもたらし、アジ
ア象など貴重な野生動物の生息地を破壊します。総事業費は、ラオスのGDPの70
パーセントに相当する12億ドルで、そのうち70パーセント以上を海外からの借金
でまかなうことになります。計画の実現は資金が集まるかどうかにかかっており、
そのカギを握っているのが世界銀行の支援です。もし世界銀行が協力を約束すれ
ば、それが「お墨付き」となって民間銀行団の金利の高い融資が、重債務貧困国
のラオスに流れ込むでしょう。経済的にもリスクが高いプロジェクトなのです。
◆キャンペーンの呼びかけ
ナムトゥン2ダムが地域住民の生活やそれを支える生態系に及ぼす影響に懸念を
抱いてきた私たちメコン・ウォッチは、世界銀行とADBに巨額の資金を提供して
いる日本の市民社会に向けて、この事業の概要や懸念される問題について情報を
共有し、公的国際金融機関の融資を阻止するべく、このキャンペーンを始めまし
た。是非、世界銀行、ADB、財務省国際局に対してナムトゥン２ダムへの資金協
力を行わないよう働きかけにご協力下さい。
